Resumo: This research aims to propose a general standardization procedures to streamline the processing of partnerships between the Federal Fluminense University (UFF) and other public and / or private. Highlighting the role of people in development processes of the research included the issue of quality of work life and its importance in the development of the organization, along with increased productivity related to job satisfaction and motivation. This is a case study developed through exploratory study, from research literature, documentary and field, considering the sectors related to the procedure in question, and has been validated by the participants of the process. From the literature review and the data obtained, we identified the lack of a standard flowchart, guiding the procedural motion, with the participation of the Technical Support Section of the Office of the Provost, the coordinators of the research projects, departments and units teaching, PROGER, Proplan and DCF. The subjects were studied: Strategic Planning, Management by Process and own Universidade Federal Fluminense. This research appears as applied, descriptive and qualitative, using bibliographics data and field to develop their reasoning. Finally, it is concluded that the effectiveness of the proposed flowchart entail adoption by stakeholders, there by contributing to the speed and quality of life of workers and the rationality of procedures for tripartite agreement under the Office of the Rector.
