The globalization process in current economy and also in Brazil, the several changes in the economic scene troughout the 90's, contributed to increase competition levels in inner market and provoked significant impact on the clothing industry. This work analyses critical factors concerning the Local Productive Arrangement's success of the clothing industry im Muriaé, MG, faced with internal and external competition, and its performance before those changes. This study presupposes that competitivity in small and medium size businesses the conuntry's types is directly associated with the rise of interorganizational arrangemets which might provide greater cooperation among businesses and supporting institutions. Therefore, a survey was conducted with businesses and supporting institutions which constitute that arrangement, making it possible to collect data on the arrangement's formation process, on the local business environment, on macroeconomic policies, on sociological and antropological aspects, as well as other factors influencing competitiviy. The data obtained shows that there are potencial elements to be improved which might enhance cooperation levels and learning processes aiming at innovation, prerequisite for a deeper competitive dynamism in the LPA studied
