This dissertation has the aim of developing a study on governismo in the Brazilian politics, especially the one carried out by the mayors in relation to the ruling of the State. In order to achieve this goal, this research aims at analyzing the budget execution in the State of Rio de Janeiro, so as to check if the counties that had a government which opposed the State Executive were omitted in the budget execution in relation to the spending referring to the PPA programs in the years 2005 and 2006. At the same time, we tried to check out if the governistas counties are, really, more benefited by the state Executive power, as the literature states. Both in jobs which deal with the beginning of the Brazilian Republic and also in works written after the re-democratization, the relationships between the governors and the mayors are generally marked by the advantage of the State Executive. Even after the Federal Constitution of Brazil was issued back in 1988, with the establishment of the counties as federal entities and with a major decentralization of resources, the relationship between the states and the counties is still treated as a relationship marked by the primacy of the state governor over the counties. In our analysis we approach the budgeting process and the composition of the State of Rio de Janeiro budget, the PPA and the government programs. In order to fulfill the objectives of this research, an empirical study is being developed on the direction of the investments of the PPA for the Fluminense counties. The results show that the governismo , treated by the literature as an axiom, does not explain the behavior of the State Executive in the budget execution of the PPA programs
