Risk in IT (Information Technology), specifically in systems development has been extensively studied worldwide. Many authors have presented lists of critical success factors and refinements developed by comparing them with other studies , but always with the view of the project has already hired. As the literature to assess business risk in IT projects, in others words, to the decision to hire or be hired, is still incipient, this work aims to fill this gap. This research was conducted with the participation of 22 Brazilian experts experienced in project management. Was underwent to these experts a questionnaire in order to gather insights about the aspects effect, frequency and importance about a set of 46 risk factors researched articles on worldwide relevance on IT projects. With the use of techniques and qualitative risk analysis and descriptive statistics, it was discovered a set of risk factors with perceived influences for failure, that represent threats and a set of risk factors with perceived influences for success that represent opportunities for IT projects. The result of this study showed importance both for the development of knowledge for the academic community, as well as in practical applications market as support for PMO tool in evaluating hiring IT projects
