Resumo: | This essay aims to present some perceptions that public servants have about Federal Agency related to Disciplinary Administrative Process (DAP) and the Commission of Prosecute (CPAD), identifying negative and positive elements of these perceptions that influence the realization of the Disciplinary Administrative Process. The research, whereby the elements of perceptions were identified, was conducted through contact by email with a link to the online survey. Four hundred and sixty-six public servants answered questions about DAP and CPAD. In data analysis, some differences and similarities were detected between the responses given by public servants with experience in conducting PAD and inexperienced servants s, and other data were crossed between servants who had feedback after the PAD and servants who did not have it. According to the results, the lack of training, feedback and appreciation of the professional who participates in the DAP are the factors that contribute most to the distance from the servants to the DAP, moreover the lack of disclosure about the work. These problems are related to some beliefs that permeate the organizational culture of the public service, as the assurance in nonimputability, corporatist and protectionist practices, and the lack of the servants commitment, often fueled by indiscriminate professional stability and the idea of ineffectiveness and inefficiency of public service. It is considered that the influence of cultural factors in Brazilian society and internal cultural factors of the public system service feed negative outlook on the DAP and CPAD, hindering the realization of the Disciplinary Process, wearing its picture and reflecting on losses to the public sector. |
