Resumo: As part of the process of restructuring capital, this investigation is directed towards the analysis on how Argentina´s social programs of employment, as well as its official speeches, answer to the historical functions of accumulation and legitimization of the capitalist governments (2002-2011), with the objective of questioning the role of the first mentioned within the contemporary contradiction of “Capital/Work” in Argentina, and from a higher level of abstraction, the role of the national state within the capital´s accumulation process, mainly as regards the management of the work force. In order to do that, a qualitative methodology was used based on the content analysis of the regulation and the official speeches referred to the creation, implementation and contextualization of the programs. We conclude this documentary investigation by pointing out the program´s functional aspect of the process of restructuring capital. From its origins, social programs of employment are one of the most used strategies to appraise themselves and to go through their cyclical and structural crisis: its use, besides reproducing and having the necessary work force to accumulate capital, makes the processes of productive flexibilization and work viable.
