Resumo: This study aims to identify the strategy adopted by Vitória’s Council located in the Estate of Espírito Santo, Brazil, to face the process of improving the work relationships of nurses and doctors of the family health teams as well as characterize the profile of these professionals, analyzing its modalities and its insertion means in the ESF, the meaning of these changes in these professional’s work process, the level of satisfaction of these workers in relation to the work carried out. It’s an exploratory and documental study that adopts a qualitative approach to work with data collected from ESFs professionals from November 2007 until January 2008 through an interview. The selected technique for data tabulation and organization is The Analysis of Discourse of the Collective Subject, and to interpret data it employs the Content Analysis proposal. As a general conclusion, it can be observed that Vitória has moved forward in some aspects related to the betterment of the working bonds, especially towards the institution of contests for public positions that enable the creation of appropriate bounds for ESFs workers. It also highlights the implementation of the Careers, Positions and Remuneration Strategy for health professionals and of actions directed to the training, qualification and reorganization of the administrative structure of city’s Health Department, therefore contemplating the Work Management Department. This study also reveals health professional’s recognition of the importance of institutional bonds as a way to provide more motivation and security, which favors bonding with community, maintenance of continuous and long term care and the creation of a collective professional goal therefore embracing the work process as a whole. It can be concluded that, although several actions are already in course, these haven’t been able to properly organize the work process. Strangulation points are identified such as permanent education cycles that haven’t managed to reach their goals, negotiation tables that are completely unknown by professionals and the inefficiency of actions focused on development and personal appraisal, all of them having direct influence on the organization of health care structure. Questions raised by this study indicate the need for more interaction between members of ESFs teams and the increase or workers participation on matters related to the development of their own work process.
