Trajetórias institucionais das políticas afirmativas: avaliando a política de cotas raciais nos concursos públicos realizados pelo Instituto Federal do Ceará (IFCE) no ano de 2016

Resumo: This dissertation is an evaluation of the racial quota policy in federal public tenders, instituted through the publication of Law No. 12.990/2014. In 2016, due to several vacant public tenders with foreseeable racial quotas, the Federal Institute of Ceara was used as the field of research. Based on the assumption that the quota policy aims to reduce racial inequalities by expanding access for black people to public positions, this evaluative research aimed to understand how the conceptions of the subjects involved with the policy’s planning and execution influence its implementation and, relatedly, evaluate the extent to which this policy is seen as democratic and emancipatory. To do so, the research was based on the perspective of in-depth evaluation, by Rodrigues (2008), allowing for a new, multidisciplinary evaluative approach. From this perspective, a set of fundamental elements was analyzed: context, content, and trajectory of the policy, analyzing both the policy’s text and context of its implementation, as well as the perspectives of the subjects (servers, managers and examining board). Methodologically, this qualitative research study focused on bibliographic and documentary research, and semi-structured interviews, in addition to the analysis of important statistical data to verify the number of people who were reached by this policy in the IFCE. Based on these data, the creation of new evaluation indicators was made possible, thereby advancing a new evaluation perspective. Among the observed results, the research shows that the implementation of this policy is justified based on the context of profound racial inequality that exists in Brazil, culminating in the struggle for the implementation of reparative and evaluative policies. In addition, within the scope of the IFCE, the research revealed that the gaps in the text of Law No. 12.990/2014 and the recurring judicial interference are shown to be an obstacle to the full implementation of the policy. Even so, IFCE's experience demonstrates that this public policy is an important instrument for historical repair, democratization of access, and emancipation of the black population. Furthermore, the research also showed that the implementation of this public policy brings to light the contradictions that are presented in a society marked by structural racism, such as the normalization and silencing of racial inequalities, as well as the racial clashes that occur through spaces of power.
