The present work seeks to understand the construction of the expressive votes reached by candidates from the federal legislature of Ceará.With a territorial profile aimed at the cities of Trairi and Jaguaruana, the candidacies of deputy José Guimarães, of the Workers' Party and of Genecias Noronha, of the Solidarity Party, are observed in order to understand how, even with a 4-year full-time job in Brasília, these manage to obtain a remarkable number of votes responsible for their respective elections. Throughout the research, the main assumption developed is that such parliamentarians enjoy a support network led by political leaders (mayors, ex-mayors, councilors and ex-councilmen) responsible for the development of activities aimed at the agency of votes during the election period. The support of municipal leaders is only possible through the establishment of alliances at a time prior to the election year, and the research presented here aims to clarify two main issues: 1) How are such links built and maintained between research subjects and 2) How political leaders are able to carry out a vote transfer aimed for the benefit of such legislators. The main methodological resources applied were semi-structured interviews, where a script open to modifications was used; observations and monitoring of in-person activities during the electoral campaign period; monitoring the social networks of the subjects participating in the research and data collected from the Superior Electoral Court (TSE) and the Regional Electoral Court (TRE). Finally, it became evident that the alliances formed between political leaders, federal deputies and the population have as main motivations the interest in gains - especially the parliamentary amendments - and affection, exemplified through trust, gratitude and loyalty. Such ties tend to be triggered during the electoral campaign period in order to guarantee the expressive votes of the parliamentarians. |
