Resumo: The present study evaluates the influence of the vulnerability of the urban network in the choice of routes process in the physical distribution activity goods, by adapting the concept of Maintenance of Theory. Therefore, apply this concept to measure the risk of irregular and unpredictable events such as construction and maintenance of public roads as a result of interventions that happened because of the failures that occurred in the sanitary-system of the city of Fortaleza, Ceará. The number of research on the subject has increased and such problematic has great impact on economic and social development in urban areas. In this respect, the affirmative are highlighted on the need to consider the influence of external adversities on the road network, for example, that may result in the commitment of the performance of transport systems. However, the incorporation of the concept of Maintenance of Theory is not dedicated to risk analysis of the transport system, her conception is given by the analysis mechanical systems of components and equipment, assigning them an evaluation as to its reliability, such as the constant sanitary-system of the city. However, the evaluation of the reliability of this system is directly reflected in the road network reliability by ensuring that maintenance actions aimed at correcting failures in the stem from sanitary-system standstill of the road, or partial interruption its attributions. Thus, this study sought to adapt the application of this concept for the purpose of predict the occurrence of these failures, as from the utilization of statistical tools that direct the temporal analysis of failures and can, therefore, assist in interpreting of reliability both systems and ensure a more appropriate route choice process. The application of the proposed method it possible to reduce the distance and fuel consumption, as well as providing an increase in operation efficiency translated by travel time gain in the system.
