A Inserção do Livro Eletrônico na Avaliação do Ensino Superior do SINAES: Educação, Mercado e Política Pública

Resumo: The present study intends to carry out an evaluative research of the public policy of evaluation of the National System of Evaluation of the Higher Education (SINAES) directing its look to the inclusion of the electronic books in the processes of authorization, recognition and renewal of the recognition of courses. The overall objective is to understand the implications of the insertion of the digital book in the public evaluation policy of SINAES. The research universe is the Federal Institute of Education, Science and Technology of Ceará (IFCE) campus Maracanaú and the research subjects are the teachers and students. Specifically we seek to: examine the impact of the eBook on the academic context; analyze the political, economic, social and cultural variables that led the Ministry of Education (MEC) to decide to adopt digital books; identify what contributions the e-book brings to students in their academic context; verify if the e-book brings improvements to improve the quality of education in the teachers view; and understand how teachers and students are using e-books. We adopted the experiential evaluation model proposed by Lejano (2012) that integrates the quantitative and qualitative perspectives of analysis as a presupposition for a deeper understanding of the issues and seeks not to separate the text from the context of public policy. The methodological procedures used were the bibliographic and documentary review, with which we built our theoretical framework, and the application of questionnaires, from which we collect data from our research subjects in order to base our questions and discussions. The results announced that the adoption of the electronic book by MEC through the public policy of higher education evaluation resulted from an attitude of the State that did not take into consideration the students and teachers who would use in practice the electronic resource in question. The answers of these subjects point to an underuse of this teaching material due to the obstacles and deficiencies in the use of these books to outweigh the benefits. Hence, we conclude that the adoption of e-books in higher education has gone through far more marketing and political interests than primarily educational ones.
