The core of the research is the public policy of access to justice promoted by the Nucleus of Legal Practices of the Faculty of Law of the Federal University of Ceará, for serving citizens in unfavorable economic conditions. In this way, the interest arose in knowing the different realities of these people and evaluating the experience of the service provided by the Nucleus of Legal Practices. So, the general objective is to evaluate the experience of the services provided at the Legal Practices Center (NPJ) of the Faculty of Law of the Federal University of Ceará, through the perspective of those assisted, servers, teachers and students between 2017 and 2019. The research is qualitative, exploratory and descriptive in nature, using the experiential public policy evaluation model proposed by Raul P. Lejano, as it encompassed new ways of understanding the reality of the real situation of the policy and focused on the context and the experience. The experiential model contributed to the broad understanding of access to justice developed within the Legal Practices Center to observe lived experiences, understand the dynamics and analyze the peculiarities of the specific contexts of the actors in this research. Thus, the methodological perspective is exploratory, as it involved a bibliographic survey and semi-structured interviews with the assisted, the servers, the professors and the students of the Nucleus of Legal Practices. It is empirical, for the deep dive in the field of study and for the wide observation. For data analysis, the content analysis technique was used. The research was divided into six chapters, and the first two chapters deal with the introduction and explanation of the core that is access to justice, its emergence, its concepts and the social inequalities present in the country. The third chapter will present the field of research, which is the Nucleus of Legal Practice at the Federal University of Ceará, its emergence, its operation and regulation. The fourth chapter will address the evaluation of public policies and the choice of using the experiential model. The penultimate, fifth of them, will show data and results of interviews with the perspectives of those assisted, servers, teachers and students, from 2017 to 2019. Finally, the last chapter, the sixth, will bring the final conclusions of the search. As expected results, it is intended to identify gaps or deficiencies in care and provide subsidies capable of improve the quality of services provided by the Legal Practices Center. |
