The contracting of products and services is essential for the Public Administration to carry out its final activities, providing a good public service to society in general. But not only that, it is up to the public administration to inspect the execution of signed contracts in detail. In this case, the contract inspector assumes responsibility for monitoring and monitoring the performance of the contracted services. In this context, the present work aims to analyze the process of inspection of administrative contracts at UNEMAT, in view of the current legislation. The theoretical approach is based on the concepts of the public procurement process, public procurement and contract management and inspection, focusing mainly on the performance of inspectors. It is an applied research, from the point of view of its objectives it is descriptive, with a qualitative and quantitative approach to the problem and as for the technical procedures of data collection, it is a case study research. The research population consists of 119 inspectors from UNEMAT administrative contracts, of which 31 sent the completed questionnaire. As for the selection of the sample, the following criteria were used: i) to be the inspector of an administrative contract in force in 2019 at UNEMAT; and ii) have availability to participate in the research. For the collection of primary data, an online questionnaire was used. As a result of the research it was found that most of the inspectors are between 30 and 39 years old, male, have some postgraduate education, occupy middle level positions in the institution, inspect from 1 (one) to 2 (two) contracts and more than half feel prepared for the inspection of contracts. The inspection of contracts in the institution has been carried out in a confusing manner, without a specific standard of the institution. Also highlighted as the yearnings of the inspectors: the creation of a specific sector to deal with the inspection of contracts; regulate and standardize the inspection process; train and train contract inspectors. |
