The objective was to evaluate the importance of Participatory Management in the Ceará Animal Protection and Welfare Program, of the State Superintendence for the Environment (SEMACE), in Fortaleza (CE), from 2020 to 2023, in a way that pays attention to the Organizations' 2030 Agenda. of the United Nations (UN), to ensure a healthy life and promote well-being for all subjects (SDG 3). The evaluation period was from 2019 to 2024. The research took place from August 2022 to August 2024. The New Biodiversity Regulatory Framework, Federal Law no. 13,123, of 2015, protecting the legal good of the ecologically balanced environment, and the Law to Combat Abuse, Federal Law no. 14,064, of 2020, expressly including an increase in the penalties imposed for the crime of mistreatment of animals when dealing with dogs or cats in the Environmental Crimes Law, Federal Law no. 9,605, of 1998, as well as understandings signed by the Federal Supreme Court (STF) arising from the Direct Action of Unconstitutionality-ADI n. 1,856, of 2011, and the Direct Action of Unconstitutionality-ADI n. 4983, of 2016, in accordance with the Federal Constitution of 1988. The research territory was the Municipality of Fortaleza, with significant evolution in animal policies. The assessment was based on the Assessment of public policies based on Sustainability (ABS), and on the political position guided by the Perspective of Analysis of public policies in Ecofeminism (PAE). It was justified by the invisibility and lack of an interdisciplinary approach to the topic and the theoretical imminence of the study in public policies. The research is qualitative, exploratory, bibliographic, documentary, descriptive and explanatory. Hemerographic and audiovisual instruments and content analysis were used. Some Millennium Goals, Agenda 2030 (UN) were investigated. Contributory results in sustainability were obtained. Institutionalized popular participation is fundamental to the execution of the program (SDG 3). It is important to build Culture Circles and provide public resources for protectors and guardians in vulnerable situations (SDG 08). Information is crucial for raising awareness and lifestyles in harmony with nature (SDG 12), based on ecofeminist equality (SDG 15). It is essential to achieve gender equality among the actors involved (SDG 5), effectiveness, responsibility and inclusion of institutions linked to animal protection in the assessed territory (SDG 16), which presents the presence of systemic involvement of actors in partnerships (SDG 17). Education is essential as a participatory management tool (SDG 3) through communication (SDG 4), and Culture Circles in search of Sustainable Cities and Communities (SDG 11). |
