Políticas de preservação de documentos arquivísticos digitais produzidos pelo Sistema Eletrônico de Informações (SEI) nas Instituições Federais de Ensino Superior

Resumo: The production of digital archival documents is a widespread reality in public bodies of various kinds, notably in the Federal Institutions of Higher Education - IFES. Upon the promulgation of Decree No. 8,539 of October 8, 2015, all the organs of the federal executive branch should adopt an electronic system for the creation and processing of administrative processes. Among the systems used in the Brazilian IFES, the Electronic Information System - SEI stands out, whose adhesion has occurred, to date, in thirty-eight Brazilian IFES. The aforementioned Decree recommends that the agencies should establish policies and strategies that promote long-term access to these documents. In this sense, the present work aims to identify the stages of the actions and the level of knowledge about the aspects necessary for the development of a digital preservation policy in the IFES that adopted the CES. To this end, concepts of digital documents, digital preservation and archival policies were presented, based on the literature, and the Laws, Decrees and institutional rules related to the theme. As a methodology, the study was of an applied nature, exploratory and descriptive and with a quantitative and qualitative approach. As for the instruments used for data collection, a semi-structured questionnaire was adopted, with the attribution of importance scales of the Likert type, which were analyzed using descriptive statistics. The results showed that digital preservation policies are scarce in the IFES that adopted the CES, although there are actions that can corroborate for a later formalized policy. Although the organizational aspects have shown the highest stock indexes, they are the ones that most impact the implementation of a digital preservation policy. Still, it could be seen that, in general, the degrees of importance attributed to the twenty items of organizational, legal and technical aspects showed a high degree, but moderate adherence to actions.
