The current market changes make the great competitive differential of organizations pass through the intellectual capacity of human resources. In this way, construction companies seek to develop evaluation criteria that can be used to measure the performance of employees, reward them and train them. One type of evaluation, based on the professional profile, is the definition and measurement of the professional competences inherent to each position. The development of a database is a valuable alternative to support this measurement, demonstrating, based on competencies, that positions require an individual or general evaluation of employees, storing a historical series of performance. This research aims to propose a performance management system for construction professionals, using the professional skills required for each position. The research methodology consisted of six main steps: identification of professional competences, through bibliography; interviews with people from construction companies, to diagnose performance systems used in the sector; job positioning and competency mapping; modeling a departmental Data Warehouse and creating a prototype using Microsoft Access 2016; validation of the management system; and refinement of the system. The results of the Competent Performance Manager System (SIGEC) proposal, with all its stages, phases and implementation recommendations, were obtained; overview of the use of performance systems in the sector in the city of Fortaleza - CE; and the conceptual model, logical design and prototype of a Data Mart for the area of people management. It was concluded that the sector still expresses a large gap in the use of computational tools for managerial decisions focused on the performance of its employees, however, the proposal is applicable in the market, due to the possibility of flexibility in the characteristics of the organization. |
