Resumo: The Brazilian Penitentiary System faces problems in its infrastructure and human resources, which reflect on the re-socialization of people deprived of their liberty. According to data from INFOPEN, Brazil experienced a 267.32% increase in the prison population, an increase in the evidence of the need for public policies that promote the re-socialization of prisoners. The Law of Executions, according to 7,210 (1984), as in the Federal Constitution (1988), ensures education in the penitentiary sphere as a form of assistance to the prisoner. Higher Education (ES) is in a period of democratization of access, with the possibility of depriving people of their freedom through public policies such as the ENEM PPL initiated at the prison level. This research aims to track the profile of service to people deprived of their liberty to higher education through the contribution of Federal Public Institutions of higher education located in Ceará, in the process of re-socialization of prisoners throughout teaching, research and extension. It is an exploratory research of a qualitative nature, through which it makes an analysis of the data obtained in the historical series from 2009 to 2019. The main authors that supported this research were: Cunha (2003), Carvalho Filho (2007) Catani (2006 ), Durkeim (1893), Focault (1987), Freire (1996), Goffman (1974) Saviani (2010), Salla (1999), Gil (2008), Minayo (2007), among others. As the categories analyzed were compared with the IDPs of institutions, they are: quantitative of application in SISU, IFES chosen by the public PPL, and as teaching, research and extension actions as promoted IFES directed to the public of this research. The results obtained demonstrated the importance of IFES in the non-variable resocialization process as mentioned macro-conducting strategies. In the local teaching strategy, 16 students were approved at IFES, 12 approved at UFC, including one student who took the ENEM PPL and completed the history course at the educational institution, using the history teacher. 3 approvals by IFCE and only 1 approved by UNILAB. As the IFES from Ceará does not register any total of 3 extension projects on the theme, 2 technical cooperation initiatives 7 edited research projects, plus 195 institutional repositories or information via e-sic totaling 201 researches on the theme of this dissertation, such results represent IFES Ceará as a reference in the national scenario regarding the re-socialization of convicts.
