In the current digital context, in which technology is fundamental to the human way of life, acting on mobility, communication, and the way of relating, it can corroborate with the construction of a cyber-democratic, transparent and integrated government. Thus, it investigates the challenges imposed to the effectiveness of cyberdemocracy, mainly under the sociocultural aspect. Despite the challenges of the postmodern condition, cyberdemocracy presents arguments in order to get around this situation. Given the possibility of transforming politics with technology, one starts to think about how to exercise this digital policy, its challenges and advantages. Therefore, it is observed that an education aimed at pluralism and the precepts of democracy is fundamental, in addition to adequate channels that make popular participation viable. A political-digital literacy is necessary to generate more inclusion and legitimacy in decision making. As for the method is essentially descriptive-discursive, the research is pure and exploratory, developing a bibliographic study through scientific works. Initially, an evolutionary path of the concept of democracy during the course of history is traced in order to support the emergence of a cyber-democracy, uniting already existing mechanisms under a new perspective. In a second moment, the impact generated in the democratic sphere by information and communication technologies is examined, what is its relevance for the exercise of popular sovereignty and how it can foster participatory citizenship. Once this stage has been completed, one then recedes to the study of the digital public sphere, as a space for social deliberation and an instrument of citizenship, in the search for the realization of the e-citizen. After analyzing the Brazilian experience, it is concluded that there is evidence of the technological viability of cyberdemocracy, but a democratic-citizen education is needed for it to be effective. |
