A gestão orientada por resultados no setor público: um estudo em Secretarias de Estado do Ceará

Resumo: The adoption of results-based management models in the public sector began to take shape in Brazil, from the mid-1990s with the movements of modernization of the Brazilian state. Trends suggested by administrative reforms indicate that the legitimacy of the institutions of the public sector is recognized, not only by the effectiveness and efficiency, but by transparency and effective delivery of services to the population. The administration focused on the assessment of income has had an important role, in that it provides information concerning the effectiveness, efficiency, economy and the performance of management policies related to the public sector. The process of implementation of results-based management model in Ceará included several steps inherent in a context of changes not only operational, which resulted in several implications, including structural, and for the use of different management technologies. The aim of this study is to analyze the public management model driven by outcomes, developed in Ceará, from the perspective of the servers. The methodology is characterized as descriptive and field, held in the form of mixed methods combining qualitative and quantitative aspects, having been used semi-structured interviews and questionnaires with Likert scale use as instruments of data collection along the four bodies of the structure of the executive branch of the Government of the State of Ceará. Qualitative data were analyzed based on content analysis proposed by Bardin (2011) and using the Atlas.ti software, version 7.0; and the figures have gone through confirmatory factor analysis from Maroco (2010) and were analyzed with use of AMOS, version 21 (SPSS). The results confirm the initial assumption that the public management model results-oriented implanted in the Government of the State of Ceará, is fit as a strategy that has not experienced the advances necessary for the consolidation of the model, but indicates that goes in this direction.
