Sustainable development is a recurring theme in the global context and explores different dimensions of economic, social, institutional, environmental and political scope. In order to efficiently correlate the environment, development and society, it is necessary to develop mechanisms for measuring and assessing levels of sustainability. In that context, the Ecological Footprint appears as analysis and measurement instrument of sustainability indexes. It is adopted by several organizations in order to gauge the impact that the consumption pattern of a given population triggers on the environment. The State is a relevant driven agent for the proposal establishment related to sustainable development, through the implementation of public policies, thus guaranteeing diffuse rights and the society well-being. In this sense, it is possible to investigate different contexts that start from the oriented interrelationship between sustainable development, its indicators and public policies. In light of this understanding, one observed that since 2012 the city of Fortaleza/CE has been measuring its Ecological Footprint, through the Urbanism and Environment Secretariat (SEUMA). This practice is legitimized by the Low Carbon Urban Development Policy. Thus, The aim of this study is to evaluate the Ecological Footprint sustainability indicator as a tool to promote sustainable development in the city of Fortaleza. Regarding the methodological aspects, the study focuses on a quali- quantitative approach, and regarding its objectives, it is characterized as exploratory, descriptive and explanatory. The data collected, through bibliographic, documentary research and the application of semi-structured interviews, will be treated through content analysis. Furthermore, it was distinguished by the fourth generation constructivist evaluative approach, based on an inspiration in the dialectic hermeneutic circle (CHD). The results found indicated that the Ecological Footprint is an effective technical instrument in its function of measuring the levels of sustainability of the city, obtaining from its use, correct strategies for decision making. However, the drive towards sustainable development in the context under study, has shown itself partially contemplated, needing to be strengthened the scope of its social dimension, above all, by encouraging popular participation. |
