Resumo: The research aims at proposing a diagnosis model that allows the evaluation of the agreement between the indicators of organizational results and those of people's performance. The presupposition is that the conception of a model of such a nature is feasible, as long as one is able to represent that relation quantitatively and in a simplified way. First, we made the organizational results about the fundamentals of the strategic management, evaluation of organizational performance and of people, systems and methods of performance evaluation. After the literature review and based on the premises of the systems and models investigated, we designed the organizational diagnosis model for the unit manager’s position. For that purpose, we conducted a field research aiming to test the model in three public financial institutions of the city of Fortaleza. The model is composed of five levels, called dimensions, approaches, subdimensions, verification items and developments. We noticed that the tool is sensitive to the three dimensions of the proposed model, and we also confirmed its viability and usefulness to the decision making process. Besides, we observed that it was necessary to adapt the verification items to the positions under analysis, according to the characteristics of each occupational space, with that condition being crucial for the proposed model to represent the reality of the companies and to facilitate the decision making process. The relevance of the weights’ system was also dealt with and there were suggestions about the modification of the system in according to the strategies of each organization that would adopt the proposed model.
