The economic dependence of resource transfers from other entities by municipalities of Ceará still predominates in the economic situation of the public sector. This study aims to analyze the impact of voluntary transfers, through covenants, in development of municipalities of Ceará, in the period 2007-2011, through the analysis of panel data. Empirical evidence indicates that the transfer of covenants by the Union for the SUS, the current intergovernmental transfers and the GDP were statistically significant and had a positive impact on the development of the municipalities of Ceará. However, the transfer of covenants of the Union for the social assistance and the very revenue, although statistically significant, had a negative impact. Furthermore, only the political alignment of the mayor to the governor's coalition is able to influence the development of municipalities, with a positive impact.
