Resumo: The research entitled “Internally Displaced Persons in Fortaleza: Evaluation of the Provisional Protection Program (State Decree No. 33.506/2020)” aims to evaluate the actions of the Provisional Protection Program (PPPro), aimed at internally displaced victims of urban violence in the city of Fortaleza. The work addresses the problem of forced displacement, a phenomenon aggravated by urban violence and territorial disputes between criminal factions, which affect the most vulnerable communities. The study adopts the In-Depth Evaluation perspective proposed by Rodrigues (2008), aiming for a multidimensional analysis of the PPPro that goes beyond measuring indicators, exploring the context, institutional trajectory and internal coherence of the program. The methodology combines bibliographical, documentary and field research, with semi-structured interviews with institutional agents, and uses Bardin's (2011) content analysis technique to interpret the data. Among the main results, the dissertation reveals that the PPPro is a relevant public policy, but faces significant challenges, such as the lack of integration between the bodies involved and insufficient human and financial resources. The analysis showed that the program provides an emergency response to the demands of displaced families, but lacks medium and long-term strategies to guarantee lasting protection and social reintegration. The work also highlights the centrality of the work of the Military Police and other agencies as gateways to the program, but points to the need for a more robust and coordinated response to meet the complexities of internal displacement. It also highlights the importance of effective public policies that combat urban violence, protect the rights of displaced people and promote their social inclusion. Finally, the research contributes to the understanding of internal displacement in Fortaleza, offering subsidies for the improvement of the PPPro and for the development of integrated solutions that promote security, justice and citizenship for the affected populations
