This study evaluated the Programa Cultura Viva - PCV in the municipality of Sobral, based on the experiences of the Ponto de Cultura Recreio das Artes. Having as an analytical problem to understand how the process of shared management between State and civil society takes place. This study was also prepared, from the evaluative exercise of the PCV, to analyze the formation, configurations, types and models of the State / Civil Society relationship and what the "ways" and ways Brazil has worked towards the construction of its cultural public policies. For addressing the relationship between State and cultural policies implies theoretical and political discussions that challenge not only the current meanings that can be given to these concepts and their relations, but also to treat, with a historical perspective, the way in which this relation is established in our society. Our research proposal also proposed the construction of the institutional trajectory of the PCV, from its initial idea to its complexity. To achieve this goal, we use as inspiration the Experiential Model proposed by Lejano (2012) of which we observe and analyze the Programa Cultura Viva, based on the lived experiences and the particularities that the specific context presents. Thus, it is not possible to define or analyze the actors and agents of a cultural policy without considering the peculiarities of the socio-cultural context under analysis. Thus, the present evaluation leads us to consider that the relations of the actors with the Programa Cultura Viva are very variable and assume their own characteristics according to the experiences that take place in the territories where they punctuate / develop their actions. |
