Resumo: The first stage of the National Training Program for the Single Social Assistance System in Ceará was carried out in 2015, in a partnership between the Ministry of Social Development and Fight against Hunger (MDS), with the Secretariat of Labor and Social Development (STDS), and the University of Fortaleza (Unifor), through its Management, Entrepreneurship and Sustainability Office (Eges). CapacitaSUAS constitutes the object of research of this dissertation that evaluated the first stage of this program in the referred state, through the perception of different subjects that contributed with the effectiveness of the same. In this sense, a contextualization is carried out based on the analysis categories, referring to Public Policy and Social Policy, Social Assistance Policy and Single Social Assistance System, as well as on the principle of Permanent Education and the CapacitaSUAS Program. To do so, it started from a qualitative research approach, having in-depth assessment as an assessment framework, mainly considering the axes of analysis: content and context. The perspective of in-depth assessment is opposed to the positivist model of analysis and values the apprehension of meanings, based on the assumptions of interpretative approaches. Through bibliographic and documentary research and open in-depth interviews, where the subjects were the coordinator of the Higher Education Institution in charge of training, a professional who participated in one of the courses and a teacher who taught classes at the time, was it is possible to understand important and different considerations about the first stage that are hidden in the light of traditional assessments, such as criticism of the teacher training model adopted by MDS and general aspects established, discontent with study materials that presented insufficient discussions and information basic, below what was expected due to the importance of the program. It also identified the weakness in the teachers 'selection process, where some teachers did not have experience in SUAS, thus making it difficult to articulate theory and practice, one of CapacitaSUAS' main objectives. Despite the establishment of a nationally coordinated model for planning and offering training and capacity building actions, putting an end to the rework and overlapping of actions developed by the different federal entities, it is necessary, therefore, to consider the regional particularities where the program is being carried out. executed.
