Resumo: This research seeks to understand the relationship between the public policies of work and professional qualification for the economic-social development of the State of Maranhão between the years 2008 to 2017. The present research is configured methodologically as qualitative, quantitative and descriptive nature exploratory, bibliographical and documentary. For the analysis and treatment of the collected data, the SPSS software was used, demonstrating the statistical tests of the explanatory variables through graphs and tables. It should be noted that, in Maranhão, during the period studied (2008 to 2017), despite the efforts made by the government to implement public policies for work and professional qualification, the initiatives adopted are still ineffective and effective in solving the problem of generation of employment and income and economic growth of the State. The trajectory of professional qualification policies in Brazil reveals their disarticulation with the regular teaching and assistance nature of the implemented programs, which are concerned with supporting workers in situations of vulnerability, rather than qualifying them for reallocation and, consequently, permanence in the labor market.
