The study investigated the relationships among fiscal management carried out by city halls administrations, the level of municipalities’ financial autonomy and the economic development of these cities between 2012 and 2016 in a case study for the State of Ceará. For that, were used the proxies provided by FIRJAN, STN and UNDP in a selfregressive vector model with panel data (VAR) following the proposal of Love and Zicchino (2006). The results allow us to capture the importance of efforts in fiscal management as an inducer of municipal development, as well as evaluate the management of mayors elected in that time. In this investigation, besides the virtuous cycle that each variable exerts on itself, a lagged effect of fiscal management on the municipal economic development is related. In fact, despite the typical inertia of proxies measuring development, there is a positive impact of the fiscal management of cities as a promoter of local development, on average, in the second year of municipal governance. |
