The Northeast Constitutional Fund (FNE), operated by Banco do Nordeste do Brasil S.A. (BNB) has as its premise and objective to reduce intra and inter-regional inequalities, especially when considering the semi-arid region. In addition, due to the high level of poverty still existing in the Northeast region, it should also be an objective of the fund. Therefore, this study aimed to analyze the empirical literature that investigates the effects of the FNE on economic and social indicators, discussing indicators in these studies, as well as the use of methodologies to analyze the effects of the FNE. In general, it can be said that evaluations have been carried out on the causal effects of loans from Constitutional Funds in terms of economic and social results and impacts over three decades of existence. For that reason, it is expected to contribute to the orientation of public investment policy from the offer of credit and financing to the regional productive sector with FNE resources, as well as to emphasize the need for further studies on the results and impacts of FNE resources. |
