Avaliação da capacitação de gestores na Universidade Federal do Ceará: um estudo sobre o desenvolvimento de competências na administração pública

Resumo: This study is a qualitative research on training actions aimed at public servants at federal higher education institutions and aims to evaluate the Managers Development Program at the Federal University of Ceará with a focus on the skills that the program intends to develop, the from the perspective of the institution's employees. Through In-Depth Assessment, we will seek to understand the historical and political context of implementation of the program, identify the competencies considered necessary for the exercise of management positions in the institution and investigate, from the perspective of the employees, the relevance from the skills worked on in the program to the needs of management. To obtain this data, a documentary research was carried out, in which the Civil Servant Positions and Careers Plan (law 11,091/05), decrees no 5,707/2006 and no 9,991/2019 and the program website were analyzed. Furthermore, in-depth interviews were carried out with the institution's managers and questionnaires were sent to all employees. The analysis of the material obtained was based on content analysis, using the Iramuteq program, from which the Similitude graph and the Descending Hierarchical Classification (CHD) graph were extracted. With this study, it was concluded that employees include, in the concept of competence, technical and behavioral aspects and relate competence to the delivery of results. Furthermore, for the subjects researched, the training of managers needs to have more emphasis on relational aspects, both because managers need to raise awareness and motivate the team, and because workers need a perspective that goes beyond the limits of technique.
