This paper aims to present the scope of the accumulation regime with financial dominance at the municipal level, characterized by the adjusting State from the experience of the Fortaleza Inspection Agency - Agefis. Created in 2014, the agency reflects the new configuration of public management, in the neoliberal context, focused on goals, efficiency and balance of public accounts, concepts that give new meaning to the municipal inspection policy, making the agency an efficient and professional fiscal adjustment tool, via revenue maximization, to meet the new accumulation pattern. The research proposes the methodological design for the evaluation of the public inspection policy in Fortaleza, from the creation of the Fortaleza Inspection Agency - Agefis in 2014, considering the evaluation proposal developed by Lea Rodrigues (2008, 2011a) focused on analyzing categories of the understanding, notions of time (paths and trajectory) and space (territoriality). Through qualitative research, in addition to the analysis of official documents, considering conceptual bases, paradigms, political moment and socioeconomic context, it seeks to apprehend the meanings of politics for those who formulate it and for those who experience it in the context of its operationalization. The objective is to investigate, through documentary research and the speech of municipal inspectors and policy managers, the perception of the State's performance in the context of fiscal adjustment in the affirmation of the rentier accumulation pattern, through the experience of the execution of municipal policy inspection by Agefis. For this investigation, we consider the hypothesis that the logic of the adjustment, expressed by the managerial public administration, through the experience of Agefis' performance, reflects on the resignification of inspection and on the precariousness of the work of the inspection career server. In this sense, the field research reveals the precariousness of the municipal inspection under the indicators of generalization of the inspectors' competences, of standardization of the fiscal actions with loss of the quality of the inspection process and of the productivity with a focus on quantitative results as a constitutive element of the configuration of the managerial model of neoliberal State management to promote fiscal adjustment and affirm financial dominance at the municipal level.
