Fitoterapia em saúde pública no Estado do Ceará: realidade das farmácias vivas

Resumo: The Alive Pharmacy Program emerged in Ceará with the main goal of bringing the communities, especially to the more needy, access to health treatments based on use of medicinal plants and herbal medicines. With this study had the objective of describe the history of the state of Ceara Alive pharmacies; to comparatively analyze the data obtained from the situational diagnosis of Alive Pharmacies conducted by the NUFITO, in 2007, with Decree No. 30,016 / 2009, which regulated Law No. 12,951 / 1999 and whose construction was guided by that diagnosis; carry out a survey of existing Alive pharmacies in the state of Ceará after regulatory Decree No. 30016 and identify the reflection of the Alive Pharmacies and ten years of National Policy of Medicinal Plants and Herbal Medicines (2006-2016) in the country phytotherapy. Methodology: basic research, descriptive documental from secondary data with qualitative and quantitative approach. The study was performed with data of 184 municipalities in the state of Ceará, which are divided into 22 regional and 05 macroregions of health. The study data were collected between the months of August 2015 to August 2016. Were analyzed all 119 documents provided by the Horto Oficial and Horto Matriz. The data extracted from the analyzed documents were generated in structured database in Excel 2016 program and analyzed in relative and absolute terms as well as a descriptive analysis in the light of literature. Was requested the institutional authorization to carry out the research through Consent Letter and Terms of Custodian. Results and discussion: by the year 2007 had 54 records (63.5%) Vivas Pharmacies in government institutions, 19 (22.4%) in non-governmental institutions and 12 (14.1%) in universities or colleges. Situational diagnosis of Vivas conducted by NUFITO pharmacies in 2007 based the construction of Decree No. 30,016 / 2009, which regulates Law No. 12,951 / 1999, which provides for the Phytotherapy Deployment Policy in Public Health in the state of Ceará, of to ensure access of Ceará population to medicinal plants and herbal medicines of assured quality, safety and efficacy. From the decree it was envisaged the need for medicinal plants with guarantee of origin; the creation of the State List of Medicinal Plants; the classification of Alive Pharmacies by degrees of complexity (Models I, II and III); the regulation of care in herbal medicine and pharmacovigilance of using herbal medicines; the provision of qualified human resources and the implementation of indication of Alive Pharmacies in health micro-regions. Currently, there are records of 58 (56.3%) Vivas Pharmacies in government institutions, 26 (25.2%) in non-governmental institutions, 15 (14.6%) in universities and colleges and 04 (14.6%) in public schools. Considerations: In view of this, it is clear that the main challenge that impose on the Alive Pharmacy Programme is the lack of specific and permanent financing to ensure the expansion of the program and maintenance of deployed units.
