This research has the general objective of evaluating the implementation of the People-Civil Servant Axis of the 2018-2022 Institutional Development Plan (PDI) of the Federal University of Ceará (UFC) from the perception of Administrative Technicians in Education (TAE). In order to achieve the intended objectives, a case study was carried out, being conducted in an exploratory and descriptive way, with a qualitative approach. The evaluative perspective of public policies adopted was the methodology of Experiential Evaluation of Lejano (2012), since it allows for the know ledge of the perceptions of the recipients of the actions of the policy understudy, based on their real experiences. The data was collected through a questionnaire, via Google Forms, applied to the Administrative Technicians in Education from the Federal University of Ceará. It is believed that the Content Analysis’s precepts, in the thematic analysis modality, presentes by Minayo (2014) for treating and analy sing qualitative data will be the most suitable for this study. The results point that TAEs, in general, do perceive the implementation of the plan’s actions, but that there are still several issues to be improved in the implementation of the PDI. Among the strengths of UFC, the professional development actions, through training, qualification and continuing education courses, stood out. The artistic and cultural actions and the offer of spots in undergraduate and graduate courses were also noteworthy. Regarding the limitations, the results indicate that there are: an absence of a institutional policy for valuing the employees, differences between technical employees and professors, problems in work environments and equipment, difficulties related to obtaining support from immediate supervisors and work flexibilization, among others. It is expected that knowing what TAEs think about the PDI can contribute to improvements in the plan's guidelines. This research can also contribute to the dissemination of actions carried out by the university, within its policies aimed at servers.. |
