Resumo: Increasingly, the economic, social, and cultural exclusion as well as the authoritarianism have been spreading through the history of the Brazilian society, thus generating a gap in between a restrictive social class holding a relative politic and economic power, and the huge majority of those deprived of any possession, struggling for survival in the suburbs of the major cities. All along the years, through the popular struggles in search of citizenship, many changes have taken place, mainly in the field of civil and politic rights. Nevertheless, the reality shows us that currently, with respect to social laws, most people of the country are not considered “citizens”. Concerning the health system, there have been many conquests, as they may be exemplified by the Constitution of Brazil of 1988. However, one of the greatest challenges faced by the Brazilian reality is the implantation of the legal conquests so far obtained, considering there is a gap in between the tenor ot the constitutional texts and the fulfillment of those very rights by most Brazilians. In this way, the popular participation stands out as an essential tool in the making of the rights to health, since the popular participation, in this context, is an indispensable power in search of the strengthening of the conquests and the set up of the necessary changes. Thus, it is essential to take into account what people think of their problems and which collective ways they take in the attempt to solve those challenges. Accordingly, the purpose of this study is to investigate the process of the popular participation in the health system in the suburb of Fortaleza, exploring the perspective of the population in the construction of their organizational path, focusing on the dialogical field with the Family Health Program in the Planalto Pici. This study, methodically structured as a participating research, showed that, in the view of the transformation of the reality experienced in the district Planalto Pici, many strategies have been designed, aiming at the strengthening of the popular struggle in that area; among those strategies is the functioning of the popular groups in social nets. We point out that the studies in popular education shall be carried out in the light of the popular logic, since the understanding of the way popular groups interfere is vital for a major social justice.
