Resumo: The 2000 decade is marked by the return of the developmentalist discussions and in this context there are three predominant trends under the denomination "new developmentalist": new precursor developmentalism, new post-Keynesian developmentalism and social developmentalism. The general objective of this work is to analyze the mass consumption strategy as a measure to achieve development in the period from 2003 to 2014. Therefore, focus to social developmentalism whose main author is Ricardo Bielschowsky. This developmental current advocates that the prioritization of public policies should be in the dynamization of the domestic market, so the valorization of the minimum wage, credit expansion and social policies are pillars of the new development strategy that must act in parallel with the macroeconomic tripod imposed by neoliberalism. What is observed of this strategy is a strong stimulus given to the consumption of durable goods and little change in the productive structure. This paper aims to investigate the economic causes for the failure of the new-development strategy focused on the expansion of the mass consumption market. Based on the dynamics of the development strategy adopted, the economy did not respond as expected, so it was not efficient to promote sustained development in the period analyzed.
