O caráter público e não mercantil da política de sangue brasileira: limites e contradições no contexto de contrarreformas

Resumo: | The present paper discusses the politics of Brazilian blood, which has as main feature the non-market character, being sealed by the legal framework any direct or indirect marketing of blood, its components and derivatives. The goal is to analyze the public and non-market character of National Policy of blood components and blood products, its contradictions and limitations in the current economic climate of privatization of health policy. The methodological process used in the investigation was the documentary and bibliographical research, with guidance from the dialectical method, trying to approach the object by analyzing its multiple determinations and placing the social phenomena investigated in its complex and contradictory process of productions and reproduction, in order to grasp the entirety. In this sense the study presents the historical background of the blood policy culminating in the Brazilian legal framework won in the struggle for health reform printing non-market character Brazilian politics; Also, the light of category goods, the process of commodification of the human blood and the political, economic and bioethical discussions the phenomenon promotes, and finally discusses the limits and contradictions of current blood policy in context of counter-reformation. The survey results indicate that the Brazilian hemotherapy was pegged to the capitalist development of the country since its inception, acquiring an institutional organization in the 1960 and breaking with the commercial character at the turn in 1980s. Today, the challenges posts are marked by the consolidation of neoliberal policies, with a strong tendency towards commercialization of proven health data analysis reality for hemotherapy national production, revealing the paradox between what is established in the legal framework that demands the effective control of the State and strengthening of public services network hemotherapy and the reality of provision of service on the private network operating in many States of Brazil in reverse complement. Stands out on blood policy at the present time the possibility of productions of blood products in national territory by the Brazilian Company of blood products and biotechnology (Hemobrás), which is the non-market character of politics to enter Brazil in restricted circuit of countries with economic exploration in the area of pharmaceuticals produced from human blood. The present text to reveal the problems of marketing of products obtained from human blood handling search contribute to the strengthening of the fight for public policies, free and quality within the unified health system (SUS). |
