Resumo: This master's thesis is a bibliographical and documentary research on national policies for Early Childhood Education, inserting an analysis of PROINFANTIL in the state of Alagoas, with their respective agencies forforming (AGF). The object of study is the PROINFANTIL in Alagoas, in order to understand the formation of Early Childhood Education teachers in context, based on analysis of the state of AGF reports, since 2008 to 2011. It raises the following questions as a problem: How important is the PROINFANTIL in teacher education from kindergarten? The program's curriculum meets the didactic and pedagogical specifics of a course for the training of teachers who worked in kindergarten without the minimum training required for a quality practice in kindergarten? The hypothesis is positive, since it not only includes subjects such as History, Law, Pedagogical Work Organization, Educational Foundations, as well as concepts and pedagogical elements (care and education, the playfulness and the pedagogical practice in the daily Early Childhood Education institutions, covering as horizontal themes: education, society, citizenship, childhood, culture and management in Early Childhood Education and child development), also brings other aspects of Early Childhood Education. It adopted the bibliographical and documentary research as a descriptive methodology. This study discusses other concepts that underlie Early Childhood Education in the context of brazilian legislation and reflects also the quality of care to the child in the period comprising 0-5 years of age, noting that the day care and preschool is a right inalienable young child, regardless of socioeconomic status.
