Resumo: | The dissertation presented here is in line search "Social Issues, Social Rights and Social Work" Program Graduate Social Work – Master’s level – the Federal University of Alagoas and aims to analyze the process of easing work relations in contemporary capitalism and the implications for the Brazilian public service, emphasizing the changes that occurred in the working relationship from Constitutional Amendment 19, as well as the reconfiguration of the concept of public service before the State Reform. The methodological process for the construction of this dissertation used bibliographic and documentary research. Analyzing the bibliography searchable through readings, preparing summaries and annotated, it was possible to produce an understanding of work relations under capitalism, capturing the differences between the rigidity of Fordism and flexibility of Toyotism. This research also allows us to understand the process of State Reform in line with the neoliberal ideas and the process of easing of capitalism, and its repercussions in the field of work of public service. The desk research was to source the Brazilian labor legislation since the 1988 Federal Constitution, current through the Consolidation of Labor Laws and the Federal laws that focus on the changes gestated in the field of work, particularly those directed to public service. We also use the records from two studies on work in public service, research reports on the labor market of Social Work in Alagoas and the report of research conducted in the health sector in the State of Alagoas. Data from these studies showed the high rate of hiring unstable (temporary contract, commissioned position, etc..), the intensification of the workday (work load of more than 40 hours per week), plus the existence of low wages, which requires the professional to seek other jobs, where professionals work in more than three jobs a week. It's worth noting that this easing is not only expressed in the irregularity of the work ties, but also by the multiplicity of employment ties, in working conditions unhealth, and the low level of political organization of workers. Thus, the research allowed the reality about the work in public service showing the degree of easing and precariousness by which pass the workers. |
