Resumo: | The present thesis concerns an analysis of the professional representation of managers of public municipal schools in Maceió and their role in democratic management. The main objective was to analyze how the effects of professional representation of managers in the process of democratic management in public schools in Maceió occur. This is a qualitative study, with emphasis to literature review, document analysis, and semi-structured interviews as instruments; for data analysis, content analysis of Bardin (2002) was used, based on the analytical categories Legitimacy and Participation. The semi-structured interview was necessary to understand how managers are organized in the Association of Principals and former Principals of Public Schools of Maceio (ADEEPAM) and the Union of Education Workers of Alagoas – (SINTEAL) during 2003 and 2014 . The subjects included a principal associated with ADEEPAM and SINTEAL, the manager of the school with the highest average in the Basic Education Development Index (IDEB), the manager of the school with the lowest average on IDEB, the President of the Municipal Council of Education (COMED), the President of the Union of Education Workers of Alagoas (SINTEAL) and a representative of the Department of Democratic Management (DGD) of the Municipal Secretary of Education (SEMED). The theoretical framework used included studies of Araújo (2007), Bobbio (2000; 2005), Choi (2006), Cruz Neto (2008), Neves (2005), Gomes (2012), Silva (2003), Verçosa (2006) among others. It was possible to observe that the spaces of struggle “association and union” present, in Maceió, divergent performances and interests in power relations. The members of ADEEPAM seek to defend personal interests, denoting a restricted performance with strong political relations. The affiliated to SINTEAL look for improvements in public education and fight for professional development. |
