Resumo: In 1999 the National Program for Information Technology in Education - ProInfo initiated the first trainings for articulators in IT formation and thus promote the inclusion of Information and Communication Technologies (ICT) in public schools of Alagoas state. In that context was observed difficulties in training the teachers. Facing the above, the research was done during the years 1999-2005, looked for answers to the following issue: why the schools that participate in the ProInfo did not perform significantly the use of ICT to change the practice of education of their teachers? Regarding the objective, this paper attempts to identify and analyze the factors that resulted in resistance to change in the process of introduction of ICT in the public schools of the Alagoas state, embedded in the program of computerization. The importance of this search is to bring to light problems that are beyond the personal question regarding to change. For theoretical basis, with respect to the Actual Society and to Emerging Paradigms were compared authors such as San Martin (2006), Meis (2002), Martinez (2004). In terms of Continuing Education appealed to Bettega (2006), Falsarella (2004), Moraes (2002), küllők (1999), Tajra (2001). With respect to Change, Strength and Innovation were collations Marchesi and Martin (2003), Farias (2006). To approach the change management and psychological aspects the authors were: Chiavenato (2004), Montana and Charnov (2003), Hersey and Blanchard (1986). The search was characterized as a case study for having turned the focus to the process of implementation of ICT in the public schools of Alagoas state. The data was obtained from reports, interviews, a questionnaire and application forms. The research universe were the schools located in the Educational Center for Applied Research (CEPA), and there were chosen three schools that have joined the program to compose the sampling. Also as part of the scenario study, it was included the NTE of Maceió, a center for Educational Technology, where the continued education training occurred, as subjects, the study included the managers of Program of Educational Technology (PET), multipliers of the NTE/Maceió, articulators of information technology, coordinators of the 15th Coordination of teaching (CE), managers and teachers of the program participating schools. As a result, it was found that for the integration of ICT as a strategy for improving the quality of teaching, there is a need of more attention from the managers on the ICT integration politics, because if it remains as it is, the informatization program tends to failure, signifying the loss of strategic resource actualy to improve the teaching quality and the learning of students that have adverse socio-economic conditions, which have in public schools the great opportunity of ICT access and digital inclusion.
