Resumo: The present thesis aims to analyze the trends of social policies for children and adolescents, mediated by the budget of public shelters. Therefore, after investigating the fundamentals of economic liberalism, which focuses on new theoretical formulations and policies, and the role of the state, had devoted to the studies of critique of political economy, from the questioning of a set of social relations in the capitalist mode of production, which were essential for critical understanding of the manifestations of the "social question" in the social life, manifested through institutionalized violence, or deleterious effects of social inequality and racial or processes that culminate in the institutionalization of children and adolescents in shelters. It is understood that no social policy toward the infant juvenile is held without the participation of the family. However, the centrality of family in assistance policies has ambivalent repercussions in the full protection logic. At the same time it repositions the family as the fundamental unit of socialization and supercharges them with the incorporation of historically demanded assignments to the State, because of trends that end up focusing on the actions of social policies in the poor segments of the working class. Given this, the correlation between human rights, social policy and poverty reduction underpinned the parameters for the unveiling of the contemporary political trends. Within this perspective, the public fund composed the center line of argument, as constitutively the process of expanded reproduction of the value requires state interference at some degree. In contemporary capitalist states such intervention is seated and is operated by the dynamics of economic and social policies, in which the process of targeting and deployment of funds raised by the society through taxation assumes the character of public fund, which constitutes the main vector design of state actions. From the investigation of the collection and expenditure of Rio de Janeiro municipality, it was found a reduction in the weight of Child and Adolescent budget against the increase in municipal tax revenues. Parallel to this, policies for children and adolescents, in the last decade, showed the tendency to containment of public funds, mostly in shelter policies.
