Resumo: This dissertation aims at analyzing the deployment process of the Center–South Territory of Paraná, which is composed of 12 municipal districts, as a new public policy of the Ministry of Agricultural Development (MDA), whose major purpose is regional development with territorial emphasis. In spite of the attempt to renew the contribution of resources to familiar agriculture, changing it from sectional to territorial service, this public policy is in fact continuity rather than an innovation for the rural territorial development. Having as starting point a discussion on the concept of development and in a certain way its deconstruction, through a counterpoint between the traditional concepts and the innovative ones, the territorial development is analyzed, as well as its trajectory in the recent years. The theoretical mark that is the foundation of this MDA policy is also analyzed, being compared to the concept of territory in Geography with a governmental theoretical approach. The characterization of Territory and a brief history on the formation of the “traditional” Paraná are essential points so that some characteristics of the region are understood and also the main socio–economical data and rates of this Territory can be analyzed, going through the current management organization, as well as the functions of the Management Council. The Council members’ point of view towards the deployment of the Territory demonstrates a way of institutionalized structure, apart from a very weak participation of social actors. This fact shows that this process still presents not only positive but also limiting operating aspects related to cultural and historical factors, pointing out, this way, that the development to be pursued is more precisely a process of pseudo-development.
