Resumo: The Institutional Evaluation is one of the interesting and actual themes in nowadays for the Brazilian Academic Reform. Probably, a large part about this interest comes from precarious conditions of the Higher Education, especially at the public university.At the present time appear new changes / appointments into a neoliberal context.In this case there are some conflicts which can be considered problems . This research aimed to identify and investigate the institutional politics evaluation in a national proportion accomplished at University from Parana State - UNIOESTE, in the period that invigorated in the Brazilian Institutional Evaluation Universities Program -BIEUP. It intended to understand its formulation processes, implementation, ideological components and the impact on the higher education specially in a public university. In this intention, is pertinent to stand out that reveal the meaning of evaluation allowed to notice the group of elements that constituted it historically, as well as its development at the present time. In 1990s which was named " The Decade Evaluation ", the evaluational experiences took consistence and national evidence about Higher Education – BIEUP which was implemented in 1995. It brought for the Brazilian Universities some new profile set up in this sphere. To develop this research before a complex wide theme in a permanent transformation like the institutional evaluation without the least risk is an interesting challenge. It`s a risk because is necessary to show some analyses which are unavoidably accepet because the wide problematics that cannot understand in the interaction of their elements and constituent meanings. It´s a challenge because this research tried to understand two ways: if the evaluation is for the control or for the emancipation of the university. This becomes possible to be reselling and rescuing what the Higher Education wants and deserves . To incite the investigation the methodology that became possible the organization of the research was constituted by bibliographical research, documental analysis, interviews and case study in a public university.Observed the understanding about how the society is constituted by its production way and accumulation of the capital within a division from the classes (proletarians X bourgeois ), and the social inequality is support for the maintenance of the dominance. In this case is necessary to define for who the science should serve. This research the guiding epstimologic presupposition was the historical dialect materialism. It wanted produce a science that helped the proletariat, therefore of the defense the public university that was free and had quality. In a public education politics is controlling the State, It needs to adapt the individuals and the institutions into the list of the capital production.The programs and strategics measures are intense. For the overpowering the profile whished for the evaluation is one in the ways is to fiscalize and to control the planning from university-company giving it efective business mean.Thus the evaluation just identifies dimensions and indicators in the acting university that can be considered satisfactory or not. Assuming this dimension from institutional evaluation results in one or more ways of contention and/or liberation of the State on the educional system Another result indicates a global continuous formative institutional evaluation which can gives the possibility for the universities to transform their social political pedagogic relations. For this happen is necessary that politics and ethical get to be better. It´s essential attribute for the institutional evaluation a formative and an emancipation with power to contribute continually in the best definition of the social efective increase from the university and stand by the individuals' compromise in their relations with the State and society.
