Resumo: This paper analyzes urban planning while building mechanism of city space and, in parallel, its relations with the production and landscape setting Jansen Lagoon in São Luís. Therefore, addresses in a dialectical historical format, together with the geographical contributions, the institutional development process of planning for urban areas in Brazil, recognizing the economic and political weight in his direction. Its spatial area the Jansen Lake, and part of its surroundings, which is presented as an ecosystem of anthropogenic origin (formed in mid- 1970), resulting from reckless urban sprawl, which is supported by the right to serve, primarily , the wishes of the capitalist market system. Such processes usually place on the banks of the decisions inherent in land use planning, constituents of some territories actors, once used as a means of sustenance and spontaneous housing, usually come to serve as a product of added value (wealth accumulation) for the real estate speculative capital . Usually, these processes rely on state intervention, which through its normative and operational actions, the ordering of space, value and devalues certain areas. In this sense, it constitutes the main objective of this study was to analyze the relationship between urban planning of São Luís and the formation of the Jansen Lake; seeking to understand the cyclical implications, at national level, in which the capital of Maranhão was inserted at relevant moments of its expansion, and also location. It had been used as the main hypothesis that planning for urban areas in the western world, has been guided by a developmental model coming from said nations "first world"; situation in which the Maranhao capital historically been, and still is inserted, since, even in its recent history, it still suffers from external influences in their socioconfiguration; of course, in a frame reconfigured the neoliberal context, along with economic relations and production space
