Resumo: The present study aimed to observe and analyze urban accessibility and how it is placed as a fundamental and indispensable right regarding the right to the city. The method used in this research was the historical materialism of Marx, in the understanding of how the logic of bourgeois capital appropriates the urban space of the neighborhood of João Paulo, specifically on Avenida São Marçal. In this scenario of conflicts happens the reproduction of value and wealth in the city of São Luís. The neighborhood of João Paulo, since the beginning of the twentieth century, contributed in the process of expansion of the city of São Luís, a former route called "Caminho Grande." The procedures adopted in the research were of bibliographic research type, as a theoretical cut was worked from Santos (1977,2007,2013), Lefebvre (2001), Garcia (2012), Jacobs (2000), Gehl (2013), Speck (2016), Burnett (2008,2011), Pfluger (2012,2020), Lopes (2013,2016), Cunha (2012) among other authors. Non-participant observation of the daily practice of people when moving within the urban space of João Paulo was used, in addition to dialogue with social actors who participated in the research, which helped contribute to the construction of reflection on an urban policy that ensures accessibility in the urban space of João Paulo as a human and fundamental right. It was concluded, therefore, that meeting accessibility criteria should not only aim at complying with current legislation, since it is an instrument for promoting citizenship, enabling the creation of spaces that welcome and recognize all people in a democratic and inclusive way
