Resumo: This work analyzes the characterization of the public policy of Food and Nutrition Security (SAN), based on experience in the municipality of Nova Esperança / PR, from the perspective of the municipal secretaries of Social Assistance, Education and Health, from 2013 to 2016. Therefore, it is assumed that Food and Nutrition Security is carried out in a different way in the municipalities, according to their specificities, which are: management model, level of importance in the list of duties of municipal secretaries, social movements, indicators of poverty and the characteristic of food production. The research brings the pertinent elements the causes and pseudo-causes on the existence of hunger and the resources historically used to combat it that were assumed by the State in the development of food security actions in Brazil and in the municipality of Nova Esperança, located in the Northwest of the state of Paraná. This work is qualitative, exploratory, and used as corpus, for data analysis, the interview with a semi structured script with the municipal secretaries of the policies of Health, Education and Social Assistance of the municipality of Nova Esperança. The methodological choice was due to the perception that the Food and Nutrition Security is intrinsically intersectional and the study points out that the secretaries of action of the interlocutors are the main promoters of the food security programs in the analyzed municipality. The analysis concludes that the understanding of the concept of food and nutritional security is consolidating and is dedicated not only to ensuring the quantity of food and nutrients needed to overcome hunger, but also to guarantee the quality of these foods. Therefore, it was noticed that there is a gap with respect to intersectoriality, and that the main difficulties pointed out at the local level by the subjects of the research in the implantation of SAN programs were bureaucracy, the fragile physical structure and exclusive human resources for the SAN and the commitment among all sectors.
