Estimate the relation between public institutions and the National Plan for Culture (NPC) approved in November 2010 and sanctioned by Federal Law number 12.343/2010 in December 2nd 2010, whose elaboration was determined by the Constitution of the Federative Republic of Brazil of 1988. As a result of the Law, raises the perspective of a new era questioning Culture and its segments in Brazil since the universities were involved in elaborating guidelines in the plan. This study will have as a target the public universities of Parana State, Brazil focusing on the relationship established between the State University of Maringá and the Metropolitan area of Maringá.
