Sistema de gestão da qualidade na construção civil : um estudo a partir da experiência do PBQP-H junto às empresas construtoras da cidade de Londrina

Resumo: The segment of the construction is arguably one of the sectors of greatest importance in the Brazilian economy, both as a generator of foreign exchange but also by employability. Despite this, it is also known as a semi-artisanal sector, an employer of low-skill work labor. The present work is focused toward this sector and the Brazilian Program for Quality and Productivity at Habitat - PBQP-H: the quality management system developed with the aim of promoting quality and productivity of this sector. Thus this research aims to contribute to this cause, focusing on its goal to examine the impacts originated from the deployment process PBQP-H in construction companies. What makes this study important is the fact that it takes place after a period considered sufficient for the maturation of the Program within the corporate structure, and other published research have been developed, mostly in companies newly certified or in process certification, limited to analyze the characteristic features of this internship. The research was developed in 8 companies certified to Level A of PBQP-H, located in Londrina. Through literature review was conducted a research method adapted to the purpose proposed, which combines a data collection instrument applied in four companies and a multiple case study applied in the remaining four, using the same instrument as a guideline. The research explored the effects and influences of the cultural, structural and organizational process of institutionalization of the norm in business, analyzing the reasons that led to certification of the costs, difficulties and benefits from it, as well as prints with respect to PBQP-H after this period of maturation. The work resulted in a number of suggestions for improvements, both the structure of the standard as its process of implementation and maintenance, based on the finding difficulties in adapting requirements point that repeated polls, as well as relevant differences in adaptation between different company sizes.
