Resumo: The work market has demanded of the health Institutions skills that enable them to grow and developed. These competences are generated from, the capacity that the organizations have in planning strategically. In this way, the strategical planning gives tools to the thought and acting of the professionals aiming to conduct the work process for positive results. In nursing the strategical planning implies in organizing, developing, following and evaluating the work in a way to qualify the health assistance to the client/community. This paper aimed to analyze the planning of the nursing Service of an University Hospital. For its execution all the ethic and legal principles required for the performance of researches with human beings were fulfilled. The research included on 34 nurses that answered a questionnaire halfstructuralized with 20 questions. All had employment relations with the institution studied. The collection of data was carried through in the months of December of 2005 the January of 2006. According to the gender 31 were female and three were male. The average age was 30. Within the nurses that took part in the research 18 had specialization courses and one master Degree in Production Engineering. Regarding the planning definition, 25 subjects defined it as mean that helps in the establishment of the work goals, orientating and determining the actions, The planning was also defined (25 citations) as system and work organization process, helping in the identification, reduction and resolution of the problems. 12 nurses mentioned elaborated the informal planning, four claimed that developed the formal, 13 said that did not develop it and five did not answer. In relation to the planning goals, the 16 nurses that claimed to elaborate the planning referred to the qualification of the assistance of the nursing to the patient. As the main factor that determines the elaboration of the planning 14 citations related to the diagnosis, the organization, the programming, the evaluation and the qualification of the nursing service. The three first phases of referred planning, in a sequence order of execution, were the identification of the problems and the primary necessities of the service, the debate with the team around the means to reach the goals and the solution of the problems and the implementation of the goals and plans. The mentioned phases suggest that the nurses are not clear in relation to the sequence of the planning process that spots the necessity of a capacitating program at the moment of the elaboration, implantation and evaluation of the institution Planning. In relation to the elements that nurture the planning were mentioned (10 times) the definition and performance according to the work goals. The main difficulty to developed the nursing planning was the central and authoritarian model of management of the service. It was concluded that the nursing needs to develop the planning so that, through the elaboration of strategies, they can get over the difficulties related to the structure and the work ambience.
