Resumo: | The dissertation approaches the historical aspects of the strategical planning, the evolution of the administration systems and the evolution of the strategical thought in Brazil, where also the methodology of the strategical planning of the Inmetro, in special the Macroprocess Metrological Control and the methodology used by teacher João Neves are presented, as well as are verified the systems of measurement, monitorament and evaluation of the plan. The criteria of excellency are boarded in relation the strategy, plans and processes, and also the strategical projects and the structures of implantation are boarded. In the dissertation the verification of the strong and weak points in the implantation of the plan is carried through a study of case of the planning of the Macroprocess Metrological Control aiming at, as well as is presented the results of its implantation. To the end of the dissertation a new model for the strategical planning of the Macroprocess Metrological Control is considered that beyond more being detailed, incorporates the tool of the Balanced Scorecard (BSC) for a simple evaluation of the balancing enters its basic perspectives in relation to the strategical options, objective strategical, specific strategies, wallet of projects and pointers. Also it is presented a new stage in the flowchart of the strategical planning of the Macroprocess Metrological Control, Monitorament and Control, in which the system if becomes more complete in relation the structure of the PDCA, where it is demonstrated through the results of accompaniment of the strategical projects in the System of Accompaniment of Projects (SICAP), the vital importance for optimum performance of implementation of the strategical plan. It is considered in the structure, the creation of a Committee of Monitorament for monitorament and control of the plan, as well as the creation of an Office of Projects for management and execution of the strategical projects |
