In this master thesis we conducted a survey on the building limit of action of Public Policy for ethical control the population of dogs and cats in the state of Paraná. We intend to analyze, present and discuss the construction of a public policy of ethical control the population of dogs and cats in Parana, define actions that facilitate the deployment and implementation of policies for responsible ownership of pets, whose basic principle, provide care appropriate to their animals and their possible descendants to minimize the risks that they may pose to humans or animals other. The responsible ownership promotes the health and welfare of animals, especially with regard to food, housing, playback control, vaccinations and preventative worming. The study in question has as a methodology to make a comparison with some programs implemented in the states of São Paulo, Santa Catarina, Rio Grande do Sul and Recife in relation to the State REDA-Network Animal Rights, Decree 10,557 / 14, signed by the governor of the State Parana and not yet deployed.
